The reorganisation of the health sector into the recently proposed, streamlined model presents a number of challenges both for the outgoing PCTs and the newly formed GP Consortia, radically changing the way that practice managers, GPs and service providers interact.

Our history of working with the executive and technical audiences of health trusts and organisations has equipped us with a detailed understanding of the challenges that both sets of organisations face in achieving a smooth transition.

With PCT internal IT staff levels being slashed by as much 75% it is vital that a replacement service or solution fills the gap in providing GP practices with network, access and IT services, through the most cost effective method.

To this end there has been a significant thinning of the senior management of PCTs and clusters are forming managed by one central executive and overseen by one CEO, often replacing 4-5 in the previous PCT structure.

In 2013 the newly formed GP Consortia will officially inherit a broad and complex remit, far beyond the levels of commissioning and provider responsibility previously expected of PCTs, they will have relative autonomy and few if any shared support services.

In excess of 50 pathfinder consortia have already been formed and their effectiveness is being assessed across a range of service metrics and performance indicators by SHAs / PCTs.

During this period of transition the key priority of the GP Consortia management should be to ensure that they focus on delivering excellent health care services, rather than being bogged down by the administrative overhead of the day to day running of supporting IT systems and infrastructure.
